Procedure for certain oil product types domestic sale

This section has been developed in accordance with the Rules of Equal Access to Key Capacity and contains all the necessary information required for accounting and execution by all contractors in the process of selling certain oil product types to the domestic market of the Republic of Kazakhstan.

Please be informed that starting from March 1, 2024, JSC NC KazMunayGas has introduced the Electronic Contracting System. All interaction with contractors related to oil products sale has been transferred to this system. All contractors intending to purchase petroleum products on delivery terms FCA departure station at the refinery (Tekesu/Pavlodar Port/Tendyk) are required to register in the above mentioned Electronic Contracting System at the link below.

Hereby KC Energy Group LLP notifies of amendments to the public agreement” General Standard Terms of Sale from Refineries” posted on the official website kceg.kz concerning the Buyer’s obligations to return cleaned rail tank cars.The text of the amendment: “The Buyer undertakes to ensure departure of empty rail tank cars along the routes according to the instructions of the rail tank cars forwarder / operator in a technically serviceable and commercially suitable condition, cleaned of the remaining Goods in accordance with paragraph 3.3 of the “Rules for transportation of liquid cargoes in bulk in rail tank cars and bunker-type railcars for petroleum bitumen transportation.” If cleaning is not provided, the Buyer undertakes to reimburse the Seller (if the Goods were transported by the Seller) for the costs charged by the consignor from the refinery or the rail tank cars operator for cleaning such rail tank cars, as well as for paying freight charges (railway tariffs) for delivery of rail tank cars to cleaning sites (washing and steaming stations) and from a cleaning site to the station specified by the rail tank cars operator.”

The above amendments shall be put into effect due to the requirements of the consignors and the rail tank cars operator. The amendments shall become effective 30 days after the date of this notification.
